Pax Jax skin card was originally only given out at pax events back 2009-2010 This skin has and will always be a very popular one, it was released as physical skin card, and has NEVER been sold in the ingame store. You had to have been at a PAX event to get this skin card. Since then, very few people has been able to get the Pax Jax skin and even less has a actuall skin card. After July 2014, all skins codes went invalid, meaning that the code that appears on the card itself is useless.
